Bush to Propose Immigration Law Changes

WASHINGTON -- President Bush will propose immigration law changes to allow workers from Mexico to enter the United States if they have jobs waiting for them, officials said Monday in previewing an election-year measure intended to bolster support among Hispanic voters.

Advocacy groups were invited to the White House on Wednesday to hear details of the program.

"The president has long talked about the importance of having an immigration policy that matches willing workers with willing employers," White House press secretary Scott McClellan said. "It's important for America to be a welcoming society. We are a nation of immigrants, and we're better for it."

Immigration advocacy groups characterized Bush's move as a politically drawn effort to curry favor with Hispanics, a potent political force, particularly in key states like Florida, California and border states. Two sources speaking on condition of anonymity said Bush would outline a set of principles rather than a detailed piece of legislation, and that the policy statement would draw on bills already pending in Congress.

"It looks very much like a political effort and what they do with these `principles' is going to determine whether this is really a policy initiative or not," said Cecilia Munoz, vice president for policy at the National Council of La Raza. "The Latino community knows the difference between political posturing and a real policy debate."

She said the initiative was crafted by Bush's political strategist, Karl Rove, and that the immigration policy community was excluded from the deliberations.

"We know of no one in the immigration policy community, business groups or Latino groups who has been consulted," she said.

Rove, with Bush at a campaign fund-raiser in St. Louis, deflected questions about Bush's proposal.

"Stay tuned," he told a reporter.

Bush's planned announcement comes five days before he meets in Mexico with President Vicente Fox on the sidelines of the Summit of the Americas, a meeting of the hemisphere's leaders.

Mexico is seeking a measure of legality for the approximately 4 million undocumented Mexicans living in the United States and wants a legal way for others to work in the country in the future.

Immigration talks between the United States and Mexico stalled when the Sept. 11 terror attacks prompted the United States to tighten border restrictions, and were set back further by Mexico's refusal to support the Iraq war. Tensions also arose over Bush's refusal to stop the execution of a Mexican national in Texas.

Homeland Security Secretary Tom Ridge, at a town hall meeting in Miami last month, hinted at a change of policy when he said the United States needs to "come to grips" with an estimated 8 million to 12 million illegal immigrants and "determine how you can legalize their presence." He also said that the immigrants should not be rewarded citizenship.

Bush, at a year-end news conference in January, said he was preparing to send Congress ideas about an "immigration policy that helps match any willing employer with any willing employee." He said he is "firmly against blanket amnesty," or a mass legalization.

Two guest-worker bills have been proposed in Congress: One from Arizona Republican Sen. John McCain and two of McCain's Republican House colleagues, Jim Kolbe and Jeff Flake; and a second from Sen. John Cornyn.

Cornyn, a Texas Republican, has proposed that illegal immigrants could volunteer to work for up to three years if a job exists for them. When they've worked three years, they could apply for legal permanent residence, but must return to their country of origin to do so.

Workers illegally in the United States would have 12 months to apply to the program and after that would no longer be eligible. Those accepted would be given a "blue card," allowing them to travel outside the United States.

The Cornyn proposal would give guest workers the same rights granted Americans under Labor Department laws and would set up accounts for workers in which employers would deposit money drawn from workers' wages in lieu of withdrawing the money for Social Security or Medicare.

The money would be held by the Treasury and would be refunded to the worker when the worker returns to his or her home country.

I doubt seriously they will have trouble finding "willing employers",even though its illegal to hire illegals.All illegals have to say, will work for one dollar hour.Never mind seventeen people live in one house,can drive without a license,dump their garbage in any parking lot they want, speak no english,sell drugs,sabotage,steal,Ilegal documentation, violate laws at will,all of which is Illegal,WHO CARES? None of these actions reach or hamper the rich, and they make the laws,But it will very soon.America will be broke. I have had nothing but praise for Bush, But if this scheme comes off, count me out.I will not vote for him.... Its absurd!!!!

There is another Candidate running for nomination for Republican Party. His name is Tom Loughlin, of 'Billy Jack' fame. Tom is also a decorated veteran, having served honorably in special forces. So a Republican can still support his Party and a Candidate of change without voting for Bush. I consider such an act a better alternative than those of voting with another Party or not voting atall, as I posted in another blog yesterday. I appreciate the comment and blog on.

You have to make up your mind. USA for itself, a kind of Mr. Buchannan used to talk about or ... cheap goods from the Chinese and Indian sweatshops overseas supported by american investements.
You simply should not be stupid and separate your "joy of shopping" in your dollar-stores and WAL-MARTS from the fact of cheap illegal workforce in the US. That is the same damn story. That is the global ecconomy served to you by your goverment.

You tell em Brother Branko. Just the facts jack! This is a crime against us akin to our own President authorizing an invasion of American labor and streets. I don't think this is going to go away either. Posse Comitatus comes to mind. If Bush does nothing else for the NWO agenda, he already did enough in doing this. Were it Clinton they'd be shooting in D.C. by now. I do not believe the died in the wool American conservatives watching the literal 'flood' of these ILLEGAL people since he said this, can stand it and survive. There is going to be a consequence in blood for this and Bush will actuially side with the Mexicans and villainize Americans for daring to defend our borders. He has all but declared open market on America. I think he'll use the first firefight, (and it's going on in valleys at night now, I've read of confrontations with armed Mexicans on our land already) publicized to seek to disarm the Americans who act to defend themselves and their long-held land. This is out and out evil what he has done. If this isn't anti-American then nothing is.
I tell people the M.O. is for Democrats to betray Democrats and for Republicans to betray Republicans. They know the effect of doing it to their own dullard constituencies is the safest way to go, as most support anything done in the name of the Party, without thinking how it is open betrayal. Hell, most would divorce for less betrayal than this, but he's THEIR guy so can't do wrong. That's the gig and people can't seem to see it.

I agree with what you all have said. It comes back to voting for the "best of two evils". Which in this election appears not to be much choice.

But when you mention voting for someone like "Billy Jack", because you can't quite bring yourself to vote for Bush, you get, " your just thowing you vote away, you might as well be voting for the Democrats." I don't know what the answer is. I do know that the more educated you are when it comes to the candidates and their stances on certain issues, the more clouded the water gets, and the harder it is to make your decision.

Like a fork in the road with no road signs. You have a "right" turn, and a "left turn", but nothing really telling you whats up ahead.

If your walking(say like the poor), or riding a bicycle(say like the middle class), instead of riding in a car(say like the better off), you have to pay more attention to which way your "leaning". Falling while walking or riding your bike hurts more that if you fall over in you car seat.

I for one have never voted "my party". One reason why I registered "Independent". You get called a "cop out" just for doing that.

As an 'Independent' you must know it takes a physical commitment to pulling a different lever in that booth when you are all alone. This is not an easy task for the average human. Very few mortals are able to stand alone in anything they do in thier lives. It takes integrity, honor, self-esteem - things alien to most.

I have always been an independent thinker and go back in memory to my earliest years to find examples of what made me this person. I defied a teacher in front of a jeering class as they all laughed at a poor kid whose State report was done in crayon, while we had our parents do ours, or had magic markers. I listened to a incumbent tell us she was for and against every side of every issue at a school assembly and seemed the only person who saw she was two-faced on all her positions. My life is filled with seeing things as calling for independence and integrity, no matter the social cost to myself. Such traits are not native to 'followers'.

This is why it is of great value to influence a person to know they can vote Republican and still not support a Bush because someone else told them they have to, or it's a wasted vote. It is a first step in a 'fundamental change' process and shows them they too can be 'different' and individual and still live in our society.

I recall voting for Candidates on many issues which the massive majority opposed over the years. I live with my own conscience and, as Lynyrd Skynyrd said in one song's lyrics, "Now Watergate does not bother me, does your conscience bother you?" I am able to cast my vote for the Candidate without concern for his 'team' or 'party' even getting one percent of the vote. Hell, I don't even tell people to vote, as it diminishes my vote to do so. The less fools pulling levers, the more my vote counts.

It is with great pride I declare to people I voted for Ross Perot and his crazy, whacko idea of having a 5 cent per gallon tax on gas as the way to balance our budget 'priniciple'. Then, I was crazy and throwing my vote away. Now I hold my head up in rooms of Clintonites who hang theirs in shame under this deficit. Their vote is the problem, mine the solution. I am a majority of one in my discussions on politics and have the principled voting record I can be proud to tell my kids of - and history. It is important.

But if I had not had the integrity to do what was right without regard to what was polular, I would now be abject and unable to advocate it for all Americans. I never felt more proud of my 'wasted' vote than when I voted for Perot. All americans should learn how valuable this is to feel, and they should be supported by us 'independant' voters, who show by our example that to do so will not stigmatize them or be looked down on. It's a private boothe anyway, so go ahead and vote as you REALLY want to; no one will no different.

This is why I advocate it so. Being true to your own beliefs and standing up in that voting booth, behind that curtain, is important and let's tell them to support the 'Billy Jacks' or John Buchanons if it leads them to be the type of voter who can create fundamental change in our dying empire. I used to tell people in my t.v. show (I did my own independent show and it rocked people) in closing that they need to remember, "Fundamental change has nothing to do with supporting a political party or waiting till a majority support an issue. Fundamental change, in YOUR life, is as simple as changing your MIND. Try it and you'll see."

I am a fundamentally changed person, and love telling others how good it feels; that they too can be like me. It's as simple as changing YOUR mind. THAT is what fundamental change is.

the republican party is only looking out for them self. the mexican ilegals here are taking over. the facts are large corp.s and manufactures want cheap labor, and thats what bsh gives them. peole who are rich also want their large homes built cheap. if you are constuction worker like me, you have to try to compete with slave labor. where i pay $19.00 ph acontractor using mexicans is any where from $5-9.00 ph for bricklayers and even less for labors. its impossible to compete with the non tax paying. mexicans when immigration is called the same ones are back in 2 weeks. and the builders and contracters are never fined or anything. we are giving our country away .while are fathers and grandfathers fought to keepit our land and our young men and women still are fighting over seas while illegals cross our borders and steal there brothers and sisters jobs .you will be hard pressed in springfield mo. to find a home that is 100% american made. one more thing- of all the people that enter the united states why do we insist on bending over backwards for mexicans when you go to an atm look do you want english or espanol this is america speek english or get out

This had to be the single most surprising policy of the Bush Administration. I can only guess that this might be a grab for the hispanic vote, but still, it blows my mind. Is Bush even concerned about alienating conservative voters?

Bush continues to slap our faces with his Changes, his agenda, his overtime crap and immigration crap. It is so time for a change!! Time to take America back!
