McDonnell Douglas Corp., a wholly owned subsidiary of The Boeing Co., St. Louis,
Mo., is being awarded an $8,562,099,934 fixed-price with economic price adjustment
contract for the multi-year procurement of F/A-18E/F airframes. This Multi-Year II
(MYP II) contract will cover the procurement of 210 F/A-18E/F aircraft over a 5-year
period. Work will be performed in St. Louis, Mo. (60 percent), and El Segundo,
Calif. (40 percent), and is expected to be completed in October 2011. Contract
funds will not expire at the end of the current fiscal year. This contract was not
competitively procured. The Naval Air Systems Command, Patuxent River, Md., is the
contracting activity (N00019-04-C-0014).
The Boeing Co., St. Louis, Mo., is being awarded a $979,033,911 ceiling-priced
cost-plus-award-fee contract for system development and demonstration of the E/A-18G
weapon system. Work will be performed in St. Louis, Mo. (55 percent); Bethpage,
N.Y. (25 percent); Baltimore, Md. (15 percent); El Segundo, Calif. (2 percent); St.
Augustine, Fla. (1 percent); Hollywood, Md. (1 percent); and Camarillo, Calif. (1
percent), and is expected to be completed in December 2009. Contract funds will not
expire at the end of the current fiscal year. This contract was not competitively
procured. The Naval Air Systems Command, Patuxent River, Md., is the contracting
activity (N00019-04-C-0005).
Lockheed Martin Systems Integration, Owego, N.Y., is being awarded a
$423,413,424 firm-fixed-priced, multi-year contract for the procurement of 172
common cockpit kits for the MH-60R (71) and MH-60S (101) helicopters from fiscal
year 2005 through fiscal year 2008. Work will be performed in Owego, N.Y. (58.8
percent); Farmington, N.Y. (12.9 percent); Woodland Hills, Calif. (10.9 percent);
Germantown, Md. (7.7 percent); Salt Lake City, Utah (6.8 percent); and Lewisville,
Texas (2.9 percent), and is expected to be completed in December 2008. Contract
funds will not expire at the end of the current fiscal year. This contract was not
competitively procured. The Naval Air Systems Command, Patuxent River, Md., is the
contracting activity (N00019-04-C-0028).
Bell Helicopter Textron Inc., Fort Worth, Texas, is being awarded a $183,799,999
firm-fixed-price contract for the low rate initial production lot for the
procurement of three Super Cobra helicopters (AH-1Z) and six Huey helicopters
(UH-1Y). Work will be performed in Amarillo, Texas (53 percent), and Fort Worth,
Texas (47 percent), and is expected to be completed in January 2007. Contract funds
will not expire at the end of the current fiscal year. This contract was not

R. A. Burch Construction Co. Inc.*, Ramona, Calif., is being awarded
firm-fixed-price Task Order 0001 at $30,300,000 under a multiple-award construction
contract for design and construction of the squadron operations facility at Naval
Air Station, North Island. Work will be performed in Coronado, Calif., and is
expected to be completed by January 2007. Contract funds will not expire at the end
of the current fiscal year. The basic contract was competitively procured via the
NAVFAC e-solicitation Web site with 20 proposals received and award made on July 12,
2002._ _ The total contract amount for each contractor is not to exceed $150,000,000
(base period and four option years), bringing the cumulative total for all six
contracts to $900,000,000. The multiple contractors (six in number) may compete for
task orders under the terms and conditions of the existing contract. Two proposals
were received for this task order. The Naval Facilities Engineering Command,
Southwest Division, San Diego, Calif., is the contracting activity
