As I've posted in two previous blogs (see articles list) I am doing some investigation of the VisionQuest National, Ltd. concerning the treatment of staff and juveniles in their care/custody. Part of this involves study of civil case law concerning juvenile justice. I am having a slow time in accessing the Pennsylvania Consolidated Statutes Annotated on-line (will do it eventually) relevant to this subject, and there seems a dearth of cases of juveniles being afforded civil rights protections. If you can assist me in this area I do greatly appreciate it. I have some understanding of civil law and procedure, and just need case law cites which address sentence and treatment of juveniles.
